برنامه‌‌ریزی و ارزیابی طرح جنگل‌داری زوال بلوط با استفاده از فراکافت چهارچوب منطقی

چکیده

گستره زیادی از جنگل‌‌های زاگرس در دهه اخیر به پدیده زوال بلوط دچار شده‌اند. به‌دلیل نرخ انتشار سریع در بیماری زغالی بلوط و پیامدهای مخرب آن بر بوم‌‌سازگان‌‌های طبیعی باید طرح‌‌‌‌های جنگل‌داری ارائه شوند که در آن‌ها، فعالیت‌‌ها و فنون مدیریت جنگل‌‌های آلوده به این بیماری پیش‌‌بینی شده باشند. در پژوهش پیش‌رو از فراکافت چهارچوب منطقی (LFA) برای ارزیابی زوال بلوط در جنگل‌های ایلام و شناسایی مرتبط‌‌ترین معیارها برای برنامه‌‌ریزی و مدیریت در طرح‌‌های جنگل‌داری استفاده شد. برمبنای شیوه‌نامه LFA، شرایط محیطی طرح به‌منظور شناسایی مشکلات و درنتیجه، تهیه درخت مشکل واکاوی شد. عوامل مرتبط با زوال بلوط با مقایسه‌‌های جفتی طی فرایند تحلیل سلسله‌مراتبی ارزیابی شدند و برمبنای آن‌ها، درخت هدف و ماتریس برنامه‌‌ریزی و نظارت ایجاد شدند. این ماتریس شامل هدف‌‌های کلی و عینی در سطح‌های راهبردی و راهکاری و نیز فعالیت‌‌ها و شاخص‌‌های کنترل بود. نتایج نشان داد که عوامل برونی شامل تغییر اقلیم و ضعف خاک و عوامل درونی شامل کهن‌‌سالی درختان، ناسازگاری با تغییر اقلیم و کمبود زادآوری به‌ترتیب بیشترین اهمیت را در زوال بلوط جنگل‌‌های ایلام دارند، بنابراین توصیه می‌‌شود که بیشترین توجه و تلاش مدیریت جنگل معطوف به ساماندهی این عوامل و به‌ویژه عامل‌‌های درونی شود. نتایج این پژوهش، الگویی را برای مدیران جنگل فراهم می‌‌کند تا با استفاده از آن برای طرح‏های جنگل‏داری، ماتریس برنامه‌‌ریزی و نظارت تهیه کنند.

چکیده [English]

    Vast areas of Zagros forests of Iran have been affected by oak decline in the last decade. Due to the rapid outbreak caused by charcoal disease and its destructive consequences on the natural ecosystems, it is essential to develop forest management plans that address innovative and appropriate practices and control techniques. This study used logical framework analysis (LFA) to assess oak decline in Ilam province and thereby determined the most related criteria for planning and control in forest management plans. Following LFA procedure, the surrounding circumstances were analyzed to recognize the problems and consequently develop the problem tree. Corresponding factors of oak decline were evaluated by pairwise comparisons using the analytic hierarchy process, which resulted in objective tree and planning matrix. The planning matrix consisted of goals and objectives at strategic and operational levels of planning as well as activities and indicators. Results showed that external factors including climate change and soil weakness, and internal factors like aging of trees, inconsistency with climate change and lack of regeneration are the most importance factors for oak decline in Ilam forests. We suggested that management should pay particular attention and attempt to cope with internal factors. The outcome of this study could be used as a guide to develop planning and control matrix in forest management plans.
