تحلیل شبکه همکاری دستگاه های اجرایی مرتبط با حفاظت جنگل‌های مانگرو در شهرستان‌های دَیر و عسلویه

چکیده

برای درک تعداد گرودار درگیر در مدیریت و حفاظت جنگل‌های مانگرو در استان بوشهر، تحلیلی برای شناسایی و ترسیم میزان قدرت و توانایی تعامل در شبکه اجتماعی دو شهرستان دَیر و عسلویه انجام شد. گروداران با بررسی میدانی و کتابخانه‌ای انتخاب شدند و از هر گرودار یک پرسش‌نامه تحلیل نهادی تهیه شد. تجزیه‌وتحلیل داده‌ها در نرم‌افزار UCINET6.528 انجام شد. نتایج در دو محور قابل بیان است: در محور اول تصویری کلی از وضعیت گروداران بررسی شد و در محور دوم اهمیت تحلیل شبکه در مصورسازی انسجام سازمانی گروداران مرتبط با حفاظت جنگل‌های مانگرو استان بوشهر انجام شد. در هر پنج زمینه بررسی‌شده (اقدام حفاظتی، بهره‌برداری بهینه از ظرفیت‌های رویشگاه، تبادل اطلاعات و تجربه، مشارکت در تولید و کاشت نهال و جلب مشارکت مردمی) در شهرستان دَیر مشخص شد که اداره آموزش‌وپرورش و اداره منابع طبیعی و در عسلویه دهیاری و شورای اخند و اداره محیط‌زیست بیشترین مرکزیت بینابینی را داشتند. نکته قابل تأمل این پژوهش قدرت کم اداره محیط‌زیست به‌ویژه در شهرستان دیر به‌رغم متولی اصلی حفاظت از این رویش‌های ساحلی است. نتایج پژوهش پیش‌رو در دو دسته قابل ارائه است: در دسته اول نتایج نشان داد که فقدان همکاری بین گروداران اجرایی سبب تعارض، عدم هماهنگی و کاهش اعتماد جوامع محلی شده است و در دسته دوم نتایج نشان داد شاخص‌های خرد و کلان سنجه‌های اجتماعی قابلیت نشان دادن نقش گروداران در کاهش تعارضات را دارند.

An analysis was conducted to determine the number and influence of stakeholders involved in managing and protecting mangrove forests in Bushehr province. Field and library research was performed to select beneficiaries, and an institutional analysis questionnaire was administered to each organization. Data analysis was carried out using UCINET6.528 software. The results can be interpreted in two ways: 1) an overall assessment of the actors in the sample and 2) the significance of network analysis in highlighting the organizational coherence of institutions involved in mangrove forest protection in Bushehr province (such as conservation efforts, optimal habitat utilization, information exchange and experience sharing, participation in seedling production and planting, and community involvement). The Department of Education and Department of Natural Resources in Dayyer, and the Village Management, Council of Akhand, and Environment Department in Assaluyeh had the highest betweenness centrality. An important finding of this study is the limited power of the environmental department, particularly in Dayyer county, despite being the main authority responsible for conserving these coastal vegetation areas. The research results can be categorized into two areas: first, the lack of cooperation among executive institutions has resulted in conflicts, lack of coordination, and decreased trust among local communities; second, social indicators on both micro and macro levels have the potential to demonstrate the role of institutions in conflict reduction.
