تبیین معیارها و شاخص‌های مدیریت پایدار جنگل (منطقه مورد مطالعه: ناو اسالم، استان گیلان)

چکیده

همسو با این موضوع که پایداری به‌عنوان یک اصل اولیه در مدیریت جنگل‌ها باید مورد توجه قرار گیرد، اتکا بر ابزاری کاربردی که مکانیسم این پایداری را مشخص و کمی کند، لازم است. اگرچه معیارها و شاخص‌های متعددی با ساختار کلی مشابه در سطح بین المللی توسعه یافته است، اما چالش اصلی امروز بومی‌سازی معیارها و شاخص‌ها و عملیاتی کردن آن‌ها در سطح ملی، منطقه‌ای و محلی برای اجرای مدیریت پایدار جنگل است. هدف پژوهش پیش‌رو، تبیین و ارایه معیارها و شاخص‌های مناسب مدیریت پایدار جنگل، در حوضه ناو اسالم استان گیلان بود. برمبنای چهار فرآیند جهانی مونترال، هلسینکی، خاور نزدیک (که توسط فائو ارایه شده) و همچنین معیارها و شاخص‌های ارایه‌شده توسط CIFOR و با استفاده از روش تصمیم‌گیری چندمعیاره و فرآیند تحلیل شبکه، فهرستی از شاخص‌ها و معیارهای مناسب برای منطقه مورد مطالعه انتخاب و اولویت‌بندی شد. فهرست منتخب شامل 11 معیار و 65 شاخص بود. از این تعداد به‌ترتیب پنج، دو و چهار معیار مربوط به رویکردهای اکولوژی، اقتصادی- اجتماعی و مدیریتی بودند. نتایج مربوط به وزن نهایی و اولویت‌های شاخص‌های منتخب نشان داد که شاخص‌های جنگل‌های طبیعی با زادآوری مطلوب، نشانه‌گذاری اصولی درختان محصول و بذری و موازنه بین رویش و برداشت چوب، مهم‌ترین شاخص‌های توسعه پایدار جنگل در منطقه اسالم بودند. در انتهای فهرست نیز شاخص‌های ورود و بومی‌سازی فن‌آوری‌های مناسب، ایجاد ظرفیت برای اجرای اسناد بین‌المللی و پراکنش اکوسیستم‌های جنگلی قرار داشتند.

Whereas sustainability is a principle in forest management, a mechanism to identify and quantify the sustainability is of great importance, too. Although several indicators and criteria exist at the international level, the main challenge is to define criteria and indicators and implement them at the national, regional and local levels of implement sustainable forest management. The purpose of this paper is to define appropriate criteria and indicators for sustainable forest management through a network of multi-criteria decision analysis methods in the Nav-e Asalem forests in Guilan province. The result included a set of 11 criteria and 65 indicators (5 ecological, 2 social and 4 economic criteria). In addition, the results showed that the area of natural forests with healthy regeneration, tree marking of seed stock and balance between growth and harvesting are the most important indicators for sustainable forest management in local scale across the study site. Of least importance were import and localization of appropriate technologies and capacity to implement international instruments.
